KAMU KURUMUNDA ALIAN GEN PERSONELN AHLAK VE ETK KAVRAMINA BAKI AILARI (BR KAMU KURUMU RNE)
 
Gnmz i yaam ortamnda ok karlalan kavramlar olarak ahlak ve etik kavramlardr. Giderek deer kazanan bu kavramlar kiiden kiiye gre deiiklik gsterse de herkesin kabullenmesi gereken evrensel nitelikteki kavramlardr. Yani insan yaamnn olduu her yerde ahlak ve etik var olmak durumundadr. u an ki kamu kurulularnda genlerin bu kavramlar zerindeki dnceleri fikirleri grleri geleceimiz adna byk nem arz etmektedir. Bu amala kamu kurumlarnn devamllnda nemli bir yeri olan gen kamu personeli alanlarnn i yaamnda ie ynelik ahlak ve etik kavramn nasl algladklar, bak alar, ne ekilde deerlendirdikleri ve beklentilerine ynelik bir anket almas yaplmtr. Daha nceki almalardan esinlenerek gelitirilen anket, seilmi kamu kurumuna ynelik hazrlanm ve gvenirlilii %80 olarak belirlenmitir. Bu kapsamda gelitirilen anket lei zmir ilinden seilmi bir kamu kuruluunda alan 100 gen personele uygulanm ve elde edilen veriler istatistik program araclyla analiz edilmitir. Elde edilen bulgulara gre; genlerin %85i altklar kurumda menfaat salama teklifleri ile karlamadn ve kurum kimliklerini gnlk hayatta kendi ve yaknlarna salad avantajlar kullanmay etik ve ahlak d bulduunu belirtmitir. Ayrca altklar kurumlarnn bireysel etik ahlaki olmayan ikilemlerle veya sorunlarla karlatklarnda hep destek olduunu ve kurumun ynetiminde etik ahlaki kurallarn ok nemli olduu sonucuna ulalmtr. Katlmclar altklar kurumda yeni ie balayanlar iin gnn deien artlarna uyum iin hizmet ii eitim verilmesi gerektiini de neri olarak belirtmilerdir.

VIEWPOINTS OF YOUNG STAFF WORKING IN PUBLIC INSTITUTIONS ON THE CONCEPTS OF MORALS AND ETHICS (AN EXAMPLE OF PUBLIC INSTITUTION)
 
In todays business life environment, the most frequently encountered concepts are morals and ethics. Although these concepts which are gradually becoming more and more important vary from person to person, they are universal concepts to be accepted by everyone. In other words, morals and ethics have to exist where human life is. Thoughts, opinions and viewpoints of the youth in present public institutions on these concepts are of prime importance for our future. For that purpose, a questionnaire study was conducted to determine the perceptions, viewpoints, evaluations and expectations of young staff working in public institutions, who play a key role in the continuity of public institutions, on the concepts of work-related morals and ethics in business life. Inspired by previous studies; the questionnaire was prepared for the public institution chosen and its reliability was found to be 80%. In this context, the questionnaire scale was applied to 100 young staff working in a public institution in the province of Izmir and the data acquired were analyzed via a statistics software. According to the findings acquired; 85% of the young staff indicated that they had not encountered any profit-earning offers in their institution and found it unethical and immoral to use the advantages of their institutional identities for themselves and their relatives in daily life. In addition, it was concluded that their institution would always support them in case of encountering individual and unethical dilemmas or problems and ethical and moral rules were very important in the administration of the institution. Also the participants suggested that in-service trainings be provided for beginners in their institution to adjust to the changing conditions of the present day.
